Визначення	Persistent high-risk HPV infection (HPV-16, 18, 31, 33, 45, 52, 58 detected on cervical co-test, anal cytology, or oropharyngeal swab), or absence of completed HPV vaccination series in age-eligible individual. IARC Group 1 carcinogen (HPV) — established etiological driver of cervical (>99% attributable), anal (~90%), oropharyngeal (~70% in US/EU), vulvar/vaginal, and penile squamous cell carcinomas. HPV vaccination (Gardasil-9 nonavalent) reduces incidence; screening (cervical Pap/HPV co-testing, anal cytology in high-risk groups) enables early-stage detection. Prevention-persona RedFlag (§20 ratification 2026-05-18).
