Introduces the `induction` IndicationPhaseStage in clinical content (was schema- available since §17 ratification 2026-05-07; first consumer here). Engine routing from `algo_rectal_*` (D-prefix algorithm extension) to this indication is out of C3 scope — flagged for the D-wave algorithm chunks. The `recommended_regimen` field is left null intentionally because TNT is multi-modality; consumers should iterate `phases:` rather than dereferencing a single regimen ID. D-prefix algorithm flag: rectal-cancer treatment routing (algo_rectal_locally_advanced_*) does not yet exist; this indication is reachable only through direct lookup or via crc.yaml routing once the D-wave landed (separate chunk).
